Management of the Christopher K. Jarvi Partnership Scholarship

 

  • Purpose

The purpose of this solicitation is to obtain services to manage a wide range of services necessary to manage and sustain the Chris Jarvi Scholarship.  RFP award recipient will work alongside the Foundation for Sustainable Parks and Recreation (FSPR) Board of Governors and its support team of volunteer evaluators to continue the management and execution of the Chris Jarvi Partnership Scholarship.

 

1.2. Background

The Foundation for Sustainable Parks and Recreation (FSPR) was established in 2012 to serve as a resource for Parks and Recreation professionals in their efforts to have a positive impact on health and livability of youth, families and communities.   The Chris Jarvi scholarship is dedicated to supporting the efforts of park and recreation professionals in finding new partners and creating new partnerships that will lead to continued professional growth and bring value to the communities they serve.  Currently the FSPR administers the scholarship and is seeking to outsource this function to an effective organization that shares the goal of supporting parks and recreation professionals.

 

 

1.3. Scope of Work

This service includes the following tasks:

  1. Provide program management services including managing scholarship applications, evaluating application based on specific criteria, prepare appropriate and timely correspondence with applicants and evaluators, and financial management and reporting.
  2. Maintain and update website content. Website recommendations are encouraged.
  3. Conduct effective outreach to solicit applicants through a variety of media including mailings, email, blogs, flyers distributed during professional events. Working with the FSPR board on collaborations is key. The performing organization is encouraged to incorporate marketing initiatives into other outreach efforts by that organization.
  4. Communications with award recipients to obtain summary findings and benefits of award

 

1.4. Outcome and Performance Standards

Performance will be annually evaluated using the following criteria:

 

  1. Number and quality of applicants
  2. Coordination with FSPR board
  3. Marketing support to help sustainability of award

 

1.5.   Deliverables

The performing organization will deliver the following products:

 

  1. Website content that is comprehensive and timely
  2. Correspondence to applicants and FSPR volunteer evaluators
  3. Appropriate financial reports
  4. Annual report summarizing relevant activities
  5. Annual program management plan specifying major activities
  6. Annual update on program benefits by award

 

 

1.6. Term of Contract

Three year contract award with renewal options beginning 2017.

 

1.7. Payments, Incentives, and Penalties

This partnership agreement with FSPR and available funding for performance will be negotiated.

 

1.8. Contractual Terms and Conditions

Contract review at the end of one year. For adjustments and performance review.

 

1.9. Requirements for Proposal Preparation

Proposal should describe proposed results along these product lines.

  1. Website content that is comprehensive and timely
  2. Correspondence to applicants and FSPR Volunteer evaluators
  3. Appropriate financial reports
  4. Annual report summarizing relevant activities
  5. Annual program management plan specifying major activities
  6. Annual update on program benefits by award winners

 

1.10. Evaluation Process

Proposals will be evaluated based on the following criteria.

  1. description of how identified tasks will be executed demonstrating potential for success
  2. demonstrated experience in successfully performing related tasks
  3. demonstrated reach with parks and recreation professionals

 

1.11. Process Schedule

Proposal deliverable by the end of March 2017 with review by FSPR and board decision within 30 days.
